France Examines Strategic Raw Materials Dependence Amid Economic Challenges

France is confronting significant vulnerabilities due to its dependence on strategic raw materials essential for its economy and security. The Economic, Social and Environmental Council (CESE) is currently investigating these dependencies, focusing on the extraction, processing, and availability of crucial materials such as lithium and cobalt, which are indispensable for manufacturing batteries and other advanced products.

According to a CESE report, the European Union is reinforcing legislation to enhance capabilities throughout the critical raw materials supply chain, reflecting a broader effort to mitigate supply risks. Within France, industrial sectors face considerable pressure from supply delays and price surges of raw materials, which directly threaten production continuity. Additionally, the agricultural sector is heavily reliant on imported mineral fertilizers, making it particularly sensitive to global gas price fluctuations. Water scarcity during drought periods is another risk factor impacting agriculture, households, and industrial activity.

The CESE's inquiry will analyze factors including production, transformation, pricing, and availability of these materials. It will also explore strategies such as diversifying supply sources, establishing strategic reserves, and encouraging circular economy practices to reduce reliance and environmental impact. The outcome of this investigation is slated for presentation on November 25, 2026.

While France’s broader economy shows signs of stagnation, the industrial sector, especially aerospace and technology, has demonstrated resilience, maintaining employment and production despite challenges. However, this industrial steadiness underscores the urgency of securing raw materials vital for future growth and innovation.
