In a speech delivered on July 14, President Emmanuel Macron underscored the importance of having a mobilized nation in the face of contemporary security challenges, stating that the geopolitical climate demands innovative approaches to engage youth in military service. This initiative is supported by a strategic review commissioned by Macron, which advocates for a revamped voluntary military service that would offer foundational military training to young adults, potentially paving the way for deeper involvement in the armed forces.
The overarching goal of this proposal is to increase military personnel numbers to 210,000 active members and 80,000 reservists by 2030, coinciding with a significant defense budget increase aimed at enhancing military capabilities. General Pierre Schill, the Chief of Staff of the Army, highlighted the necessity of recruiting sufficient soldiers to sustain operations during extended conflicts, referencing lessons learned from the war in Ukraine.
However, the proposal has sparked debate among experts. Sociologist Bénédicte Chéron expressed skepticism regarding the service’s ability to foster social cohesion, pointing to past challenges of the Service National Universel (SNU) in engaging young people.
