Key details
- Laurent Nuñez warns of very high violence risk during October 31 protests.

- Prefecture yet to confirm protest route and faces legal challenge from unions.
Laurent Nuñez, the French Minister of the Interior, has issued a stark warning about the potential for significant urban violence during the planned social mobilizations on October 31, 2026. In a letter sent to prefects, Nuñez highlighted a "very high risk of urban violence" that could unfold from early evening until late at night. The ministry has identified multiple calls for gatherings in city centers, especially circulating on social media, linked both to social mobilization and Halloween celebrations. Concerns include spontaneous marches likely to erupt and potential attacks on public buildings.
Following recent weekend protest incidents marked by violence and looting, authorities have renewed an order originally imposed on October 19. This decree forbids undeclared gatherings in Paris and enforces a night-time curfew for minors in certain sectors until Monday, aiming to contain unrest and safeguard public order.
The protest route has also become a point of contention. Several student and worker organizations submitted a plan for the demonstration to march from Bastille to Nation as part of the "act III" movement against the rising cost of living. However, the prefecture favors a different route along the boulevards des Maréchaux, similar to the path used on October 24. As of October 29, the prefecture had yet to officially confirm the chosen route. This disagreement has prompted the inter-union coalition to legally challenge the prefecture’s "dangerous maneuvers" regarding the protest itinerary.
Authorities are therefore ramping up preparations to ensure a "powerful, reactive, and agile" law enforcement presence on the evening of October 31. The priority is to anticipate and respond swiftly to any outbreaks of violence, particularly given the volatile mix of social protest and Halloween festivities expected across French cities.
