Macron Announces New Voluntary Military Service for French Youth Starting Summer 2026

On November 27, 2025, President Emmanuel Macron unveiled a new voluntary military service designed for French youth aged 18 to 19, aiming to strengthen national defense and cohesion amid rising global security threats, particularly in light of the war in Ukraine and increased concerns involving Russia. The announcement took place at the Varces military base in Isère, where Macron emphasized the importance of engaging young people with the military to bolster national resilience.

The initiative, named "service national volontaire" (SNV), will replace the previously proposed universal national service (SNU) program, which was launched in 2019 but deemed unsuitable under current strategic contexts. This new program will be more militarized and significantly longer than the SNU's 12-day format, with a duration of 10 months. Participants will undergo one month of initial training followed by nine months of active service within military units, all conducted strictly on French territory.

The service is voluntary, reflecting a shift from mandatory conscription abolished in 1997, though Macron noted that in exceptional circumstances, Parliament could call upon participants identified during a reformed 'Journée de mobilisation' (formerly 'Journée défense et citoyenneté'). After completing the service, young people may pursue civilian studies or professions while joining the operational reserve, reinforcing the connection between civilian life and national defense.

The rollout will begin in the summer of 2026, initially recruiting around 3,000 volunteers with the target to expand to 50,000 participants annually by 2035. Macron highlighted that this initiative is part of a broader effort to modernize and reinforce the French armed forces, whose budget is set to double by 2027. The current voluntary military service and its adapted overseas equivalent will continue alongside the new program.

Macron reassured the public that this plan does not involve sending French youth to conflict zones such as Ukraine, in response to prior controversial remarks by military officials. The initiative aims to prepare the nation for future challenges by fostering a stronger bond between French citizens and their military, ensuring readiness and cohesion.
