Bordeaux Launches €3 Billion BXIA Digital Hub to Boost AI and Digital Sovereignty

Bordeaux is set to transform into a major digital innovation center with the launch of the BXIA project, a €3 billion investment aimed at creating a cutting-edge digital hub focused on artificial intelligence (AI) and secure data storage. Situated on a former parking lot at Bordeaux-Lac, this ambitious development by private investor Osae Partners will host multiple data centers designed to help French strategic companies securely aggregate data and develop their AI systems.

The first building of the BXIA hub is expected to be completed by 2028. Benjamin Delaux, president of Nouvelles Fonctions Urbaines, underlined the project's critical role in enhancing digital sovereignty for France and Europe, noting that 92% of current data storage lies outside Europe, mostly in the U.S., posing risks amid geopolitical tensions. Bordeaux Métropole's president, Christine Bost, hailed BXIA as an opportunity to foster a responsible AI campus.

Eco-conscious design is a cornerstone of this project. The development will utilize a previously artificialized site, employ a closed water circuit for cooling, and repurpose waste heat to warm nearby residential areas, aiming to set new environmental standards for future data centers. Mayor Pierre Hurmic emphasized that BXIA will generate approximately 2,000 temporary jobs during construction and create 600 permanent positions, promising significant economic and employment benefits.

The project has been underway for 18 months, involving 150 people in planning. Its strategic importance aligns with France's broader goals to secure digital infrastructure and innovation capabilities domestically. By developing local secure data hosting and AI training facilities, BXIA aims to reduce Europe's reliance on foreign data centers and enhance autonomy in digital technologies.
