On June 25, 2025, Intercommunalités de France introduced a comprehensive set of 16 proposals designed to enhance local employment and training policies. These initiatives are intended to align with the unique needs of businesses and workers across various territories. Key recommendations include extending the AMI (Appel à Manifestation d'Intérêt) focused on production schools and developing a Territorial GPEC (Gestion Prévisionnelle des Emplois et des Compétences). Also suggested is the active role of local missions and PLIE (Plans Locaux pour l'Insertion et l'Emploi) in establishing pre-qualification pathways for job seekers.

The proposals further advocate for the creation of Geiq (Groupements d'Employeurs pour l'Insertion et la Qualification) as well as reserving housing for apprentices, which aims to bolster their training and employment opportunities. The AdCF (Assemblée des communautés de France) has expressed concerns about a looming centralization of training competencies at the state level, especially with the provisions of the Avenir professionnel bill concerning apprenticeships. In response, the AdCF supports initiatives from both the Senate and regional authorities to ensure that professional training policies reflect local employment market requirements.

They underline the importance of maintaining a decentralized network of local CFA (Centres de Formation d'Apprentis) that collaborates with SMEs, while also optimizing the synergy between CFAs and vocational high schools. This approach is seen as essential for improving the effectiveness of public training policies in relation to regional economic strategies.
