Thailand Emerges as a Major Cannabis Trafficking Hub to France Amid Rising Seizures and Arrests

Thailand's legalization and subsequent overproduction of cannabis have turned the country into a key source of trafficking towards France. Beginning in 2023, Thailand's cannabis production surged, driven by decriminalization measures, leading to cheaper prices and strains with higher THC content. This shift has caused a sharp increase in drug seizures across Europe, with France seeing a jump from nearly 1.4 tons in 2024 to a forecasted 2.5 tons in 2025 — a rise of over 79% in just one year.

According to the French drug enforcement agency OFAST, the situation amounts to a 'submersion' of drugs entering France. In response to this growing crisis, Thai authorities tightened border controls as of June 18, 2026. Drug mules caught smuggling cannabis now face either paying fines of around 800 euros per kilogram or prosecution, leading to detention and trial.

This crackdown has led to the arrest of at least 11 French nationals at a Thai airport recently, suspected of smuggling multiple kilograms of cannabis under the guise of travel deals. These developments have prompted France's National Anti-Organized Crime Prosecutor's Office (PNACO) to investigate closely. OFAST is also planning to enhance cooperation with Thai authorities to identify and intercept potential drug mules traveling from Bangkok. A delegation is scheduled to visit Thailand in September to strengthen this collaboration.

The surge in cannabis trafficking highlights the unintended consequences of Thailand's cannabis policies on international drug routes, putting pressure on both French and Thai law enforcement to adapt rapidly.
