France Debates Suspension of Energy Saving Certificates to Alleviate Fuel Prices

In the ongoing challenge of rising fuel prices in France, former Economy Minister Bruno Le Maire and Minister of SMEs and Commerce Serge Papin have expressed opposing views on the suspension of energy saving certificates as a solution.

On September 23, Bruno Le Maire called for the abolition of these certificates during his appearance on TF1's 'Bonjour ! La Matinale.' Describing the system as an ineffective and costly "bureaucratic nightmare," Le Maire criticized the current mechanism requiring energy suppliers to fund energy-saving initiatives. He cited a Court of Auditors report revealing that 30% of funded actions do not comply with regulations. Le Maire argued that eliminating these certificates would enhance citizens' purchasing power and help ease public discontent amid the economic crisis. He stressed the importance of structural measures alongside necessary temporary financial aid, warning that ignoring public concerns risks aggravating social unrest.

Conversely, Serge Papin firmly opposed suspending the certificates. In a statement reported by BFMTV, Papin affirmed the government's plan to distribute aid to large drivers in October and highlighted the essential nature of this assistance. He rejected the idea of imposing price caps to avoid increasing national debt and acknowledged that elevated fuel prices might continue for at least another month. Papin also recognized criticism from political figures like Philippe Ballard of the National Rally regarding the sufficiency of government aid. Beyond fuel issues, Papin mentioned robust tourism in Paris for September and noted challenges and victories concerning the fast-fashion retailer Shein in France.
